Not all insurers run car thefts via the NICB or ISO database. Most insurers believe what the insured says to them. Most have untrained, understaffed and overworked claims departments that only send out money. Very few have claims personnel who, like the Nazarian, can carry out a thorough insurance claims investigation that gives the insured and insurers' excellence in claims handling.
Most insurance criminals, unlike Raymond, know about the lack of staff, how overworked and underpaid adjusters are and would never sign a release. The insurance criminal would either try to bribe the SIU investigator or sue the insurer for bad faith for being crazy to claim that they caught them because of their crime. Insurance scams do not give up the chance to get easy money just because their system did not stick together. They change the schedule and bluster. Insurers facing an expensive defense will pay something. Insurance criminals are not as naive as Raymond and insurers are not as bright and powerful as his car insurers. Steve Nazarian would never just give Raymond a release, he would need to consult with management (up at least four layers) and a lawyer before taking such a chance to defeat an insurance fraud.
Insurance fraud, even if they feel they have been caught and will never recover, just redouble their efforts and commit more fraud so that they can compensate for the few where they are caught. Raymond Alexander gave a Christmas present to the insurance industry but is still loose to take advantage of the old, the poor and the weak who are the main candidates for a bunco artist. Insurance companies, unlike an eighth widow, should be better able to protect themselves from a bunco system. In most cases, as Raymond found, does not, does not even want or even care about protecting himself.
The Christmas present we all need
The Christmas present I would like is a government that is willing to prosecute all insurance fraud to the limits of the law. I dream of an insurance industry that is willing to spend the money needed to fight insurance fraud. Santa, this is what I want as a gift to me and the whole world: Governments and insurance companies that are willing to fight insurance fraud and not give a quarter to the fraud.
