The American Society of Safety Professionals has published a technical report that helps companies mitigate the risk of violence in their workplaces and develop a coordinated response to violent incidents.
The document "How to Develop and Implement an Active Shooter / Armed Assailant Plan" contains recommendations from more than 30 security experts on how companies can better protect themselves before such incidents, according to a statement published Wednesday.
US active shooter scenarios reached full-time war in 2017 with 30 incidents, an increase of 50% over the previous year, while active death killers nailed in 2017 to 729, more than three times the nation's previous high 21
"While no one can fully prepare for terrible acts of violence, smart workplace strategies can help mitigate threats and better protect workers everywhere," says Brian Hammer, president of the ASSP Technical Report Committee, who spent 20 years in law enforcement, said the statement. "There may be deadly consequences for being unprepared."
The report describes five key steps in developing an active shooter plan: determining the organization's vulnerabilities; hardening the site with security cameras and badge entry systems; training staff through exercises such as tabletops, tactical exercises and full-scale exercises coordinate with local responding agencies so that they know the layout of an organization's building and can provide travel to prevent intruders and improve the emergency and deal with problems after the accident, including having a business continuity plan as the workplace could be closed during e Some time
The management should appoint a security and safety team to develop the plan, which should include a risk assessment of the site, according to the report. Hot assessments should be carried out using standard risk assessment practices and answering questions about how difficult it is for a shooter to access or move around a facility when the shooter is given access and what can be done to remove victims from the shooter's path until the aid arrives.
The administration should also address the political requirements that human resources may be required as part of the plan, the report said. One of the examples highlighted in the report was discipline and dismissal of employees. Some workplace safety experts have expressed concern in the wake of a workplace violent incident in Aurora, Illinois, that employers do not take appropriate precautions for termination of employment.
In addition to the tabletop, tactical exercises and full-scale exercises, communication exercises are critical since experience has shown that communication is the fastest area to break down in an emergency, according to the report.
"It takes a little work to be very prepared for dangerous incidents, but the results are invaluable," Sade mr hammer "You never know exactly what will happen, so exercise of events is the key. We perform as we practice. "
The document has been registered with the American National Standards Institute, but is not an ANSI standard.
