Washington's lawmakers are sending the government Jay Inslee a bill that would create a presumption covering health care workers who are sick from infectious diseases that are the subject of an emergency to public health. The assumption could be refuted by clear and convincing evidence that a worker was exposed to the disease outside of employment or worked at home immediately before becoming ill
